John Francis “Fran” Mullen, 84, of Gallipolis, Ohio passed away Saturday, February 14, 2026, at his home following a short illness with his family by his side.
Fran was born July 19, 1941, in Martins Ferry, Ohio, the son of the late Andrew Raymond and Erma Gayle (Worner) Mullen. A retiree of GoodYear Polymer Plant, he was an active member of Gallipolis Elks Lodge #107, where he served as past Exulted Ruler. Fran also served as the past President of the Ohio State Elks Association and held a position of Committee Member to the National Elks Association Grand Lodge.
He married the love of his life, Jessie Kathleen “Kathy” (Simmons) Mullen February 16, 1963, in Gallipolis, Ohio, and she survives with their children: Gayla (Nicholas) Mullen-Chinchic, Gallipolis and Wesley “Wes” (Alisha) Mullen, Point Pleasant, West Virginia; grandchildren: John Mullen, Tevin Mullen and Tyler Mullen and great-granddaughter, Claire Mullen; step-grandchildren: Andy (Emily) Chinchic, Corrine (Michael Baker) Chinchic, Sarah (Eric) Evans, Dan (Taylor) Chinchic, Cody Taylor, Brady Taylor, Carson Taylor, step-great-grandchildren: Stella, Phillip and Riley Chinchic, Maxwell and Clarissa Evans and Xyah Taylor as well as special niece, Renee Bastiani.
In addition to his parents, Fran was preceded by a grandson, Jordan Mullen and a brother, Henry Mullen.
A Gathering of Friends will be held beginning at 4:00 PM Saturday, February 21, 2026, in the McCoy-Moore Funeral Home, Wetherholt Chapel, Gallipolis. The Elks Service will begin at 5:00 PM Saturday followed by a Memorial Service at the funeral home. A Celebration of Life will continue Saturday at 7:00 PM in the Elks Lodge #107, 2nd Ave, Gallipolis, where the family will continue to meet and family and friends.
